Explanation of Solid Waste Funding and Fee Changes

Hernando County Solid Waste is required each year by Florida law and the Department of Environmental Protection to complete a revenue sufficiency study. This study determines the funding needed to cover landfill operations, future expansion and closure costs, environmental care, and emergency reserves.

Historically, residential solid waste costs were funded through a disposal assessment on property tax bills. In 2025, the Board of County Commissioners reviewed options to address increasing costs while limiting impacts to residential assessments. The Board considered whether the residential convenience centers should continue to be funded by all taxpayers or by the users of those facilities.

As a result, the Board approved a combination funding approach that uses both the residential disposal assessment and tipping fees to support residential solid waste services.  The user fee at the convenience centers is intended to help pay for the operation of the convenience centers and transportation of the waste to the main landfill. 

The current tipping fee program is being implemented on a trial basis, and the Board has requested future updates to evaluate its long-term effectiveness and sustainability.

 

FAQ

Each year, Florida law requires Hernando County to review the cost of operating the landfill and solid waste system.  This review determines how much money is needed to safely operate the landfill, protect the environment, prepare for future expansion and closure, and maintain emergency reserves.

In the past, residential solid waste disposal costs were mostly paid through the annual residential solid waste assessment on property tax bills. As costs increased and residents requested property tax relief, the Board of County Commissioners looked for ways to cover expenses while limiting the impact on the residential assessment. The Board also considered whether all taxpayers should continue paying for the Convenience Centers or whether people who use the centers should help the cost.

After discussion during an advertised public hearing, the Board decided not to increase the residential solid waste assessment.  Instead, the Board approved user fees at the Convenience Centers and Main Landfill. These fees help pay for the operation of all facilities and transporting the waste from the Convenience Centers to the Main Landfill. The program is being implemented on a trial basis, and the Board will review its effectiveness and determine whether any changes are needed at a future meeting.

The Convenience Center fees help pay for operating the Convenience Centers and transporting the waste collected there to the main landfill. Disposal of residential solid waste at the Main Landfill is now funded through a combination of the annual residential tax assessment and user fees. This fee does not pay for the curbside collection of garbage.
