The Solid Waste Disposal Assessment is a non-ad valorem assessment billed annually to owners of residential real property in Hernando County since Fiscal Year 1990/1991. This assessment is the method of generating revenue to cover costs for the construction, operation and maintenance of the solid waste system which is comprised of the Croom Landfill (closed), The Northwest Solid Waste Management Landfill (open), the West Hernando Convenience Center (open), the East Hernando Convenience Center (open), the Household Hazardous Waste program, the Waste Tire program, and the Recycling program.  It does not pay for the curbside collection of garbage

The Solid Waste Disposal Assessment is reviewed and adjusted annually to pay for the construction, operation and maintenance of the landfill and convenience centers. To reduce the expense and postage of mailing letters annually, the notices also provide the “Future Years” amount that the Assessment can be increased. These “Future Years” amounts are based on the estimated increase for a forecasted five-year period. Any increase above the proposed assessment for these “Future Years” amounts will require another public hearing which would be publicly advertised in subsequent years.

CURRENT CAPITAL PROJECTS FUNDED BY THE DISPOSAL ASSESSMENT

The Solid Waste Department provides for the disposal of the entire County’s garbage and is in the process of constructing the next garbage cell for a cost of $28 million. This will provide disposal service to Hernando County residents for many more years.

 

STORM DEBRIS REMOVAL

The necessity for a storm debris fund developed after Hurricane Irma, when there was a need to pay for debris pick-up. FEMA does not pay 100 percent of this cost; therefore, the County must be prepared to fund storm debris removal so that our County can fully recover after a major disaster.

Hernando County has two solid waste non-ad valorem assessments billed annually on property taxes.  The first is the disposal assessment billed to all owners of residential real property and the second is the collection assessment billed only to residential real property in the universal area of Spring Hill.

The Solid Waste Collection Assessment is a non-ad valorem assessment billed annually to owners of residential real property in the universal (mandatory) area of Hernando County. This assessment is the method of generating revenue to cover costs for the residential curbside collection of garbage by the contracted waste hauler. It does not pay for the disposal of the garbage at the landfill or for the construction, operation or maintenance of any of the Solid Waste facilities or programs

 

The Solid Waste Collection Assessment first appeared on the 2019 taxes to pay the expenses for the collection of garbage in the calendar year of 2020. Prior to that, garbage collection for the universal (mandatory) area was on the monthly Utility bill.

Every residential single-family or multi-family property with four units or less in the universal (mandatory) area of Spring Hill pays this assessment.

2025
  • Effective January 1, 2025, curbside collection in the universal (mandatory) area is $16.88 per month, billed annually as a non-ad valorem assessment on your 2024 tax bill. The total annual charge for curbside collection appearing on your tax bill was $202.56.
  • Effective January 1, 2025 curbside collection in the subscription area is $15.81 per month, billed quarterly in advance by Republic Services. The total for curbside collection is $47.43 per quarter or $189.72 per year.
  • These prices include twice per week collection of garbage, once per week collection of recycling, once per week collection of yard waste and 4 bulk items per year.
 
2026
  • Effective January 1, 2026, curbside collection in the universal (mandatory) area will be $217.37 per year, billed annually as a non-ad valorem assessment on your 2025 tax bill.
  • Effective January 1, 2026, curbside collection in the subscription area will be $16.96 per month, billed quarterly in advance by Coastal Waste. The total for curbside collection is $50.88 per quarter or $203.52 per year.
  • These prices include twice per week collection of garbage, once per week collection of recycling, once per week collection of yard waste and 6 bulk collections (up to 10 items)  per year.

The waste hauler may request an annual increase based upon changes in the Consumer Price Index (CPI) and Oil Price Information Service (OPIS), as applicable, during the previous Contract Year. Price increases must be approved by the Board of County Commissioners.
