What is a Transit Development Plan?
The Transit Development Plan (TDP) is a 10-year strategic plan required by the Florida Department of Transportation (FDOT) to support the development of an effective, multi-modal transportation system.
Public transit includes any system that transports people by land or water, locally or regionally, and is available for public use.
The TDP is updated every five years with annual progress reports completed in the interim years. It guides decisions about the types of projects and their priorities in the Hernando/Citrus MPO’s Transportation Improvement Program (TIP).
The plan must align with:

- Local government comprehensive plans
- The MPO’s Long-Range Transportation Plan (LRTP)
The Hernando/Citrus Metropolitan Planning Organization (MPO) oversees the completion of TDPs for both Hernando County and Citrus County.
