Unified Planning Work Program

The Unified Planning Work Program (UPWP) outlines the planning priorities, studies, and projects the Hernando/Citrus Metropolitan Planning Organization (MPO) will undertake over a two-year period. It serves as both a work plan and budget, guiding how federal transportation planning funds are invested to improve mobility and infrastructure in the region.

What is the Unified Planning Work Program (UPWP)?

The UPWP identifies the MPO’s planning budget and tasks to be completed over two State Fiscal Years. It is funded by a combination of Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) planning funds.

The plan defines:

    • The planning priorities and activities within the MPO area
    • A description of each task and its resulting product
    • Who will perform the work
    • The timeline, cost, and funding sources for each activity

Coordination and Development

The Hernando/Citrus MPO, in cooperation with the Florida Department of Transportation (FDOT), is responsible for developing the UPWP document and administering the regional transportation planning program.

Public input is also sought throughout the UPWP planning process to ensure the program reflects community needs and priorities.
