General Zoning Permits
Below are common zoning-related permits and applications available through Hernando County’s Planning and Zoning Division. Each permit type includes a short description and related forms or diagrams.
Administrative Conditional Use Permits
Administrative Conditional Use permits are intended for special events and temporary uses, such as:
- Backyard chickens
- Temporary retail vendors (selling food, drinks, or merchandise from stands, tables, vehicles, or carts)
These permits allow short-term or unique activities not typically permitted under standard zoning.
Fence Diagrams and Permits
Fence permits are required for all new fencing in residential, commercial, and industrial zoning districts. These permits verify height, placement, and visibility requirements for safety and aesthetics.

Tree Removal Permit
A Tree Removal Permit is required before removing any specimen or majestic trees.

Specimen trees: 18” or greater in diameter (measured at breast height)

Majestic trees: 36” or greater in diameter (measured at breast height)
Sand pines and palms are excluded. Hernando County may permit removal if a protected tree poses an immediate safety hazard or causes property damage.

Vacation of Easement, Rights-of-Way and Plats
A Vacation application is required to legally abandon or close easements, rights-of-way, or recorded plats that are no longer needed for public or utility purposes.
Use of Easements
Use of Easements permits allow minor concrete improvements, such as patios or driveways, within easements—provided no permanent structures are placed on them.

A Fireworks Display Application is required for any public fireworks event within Hernando County. Approval ensures compliance with state and local fire safety regulations.

An Administrative Appeal allows property owners or applicants to formally appeal a zoning decision or staff interpretation made under the County’s Land Development Code.
