Long Range Transportation Plan (LRTP)

The Hernando/Citrus MPO has adopted the 2040 Long Range Transportation Plan (LRTP). Looking ahead almost three decades, this document guides planning and spending for roadways, bicycle/pedestrian and transit for both Counties.  The plan satisfies the federal mandate that all urban areas have a transportation plan that can occur based on reasonably available funding and is the first LRTP developed by the newly formed joint Hernando/Citrus MPO. Based upon both Federal and State rules, the MPO is required to perform a major update to the LRTP every five years.  The 2045 LRTP effort is underway and must be adopted by December 2019.

Transportation Improvement (TIP)

The Hernando/Citrus Transportation Improvement Program (TIP) is developed and updated annually as part of the Hernando/Citrus Area Transportation Study Certification Process. Preparation and maintenance of the TIP is one of several prerequisites to continued receipt of Federal Assistance for Transportation Improvements.

 

The TIP, a multi-modal program consisting of improvements recommended from the transportation systems management and long-range elements of the Transportation Plan, is developed through a continuing comprehensive and coordinated effort involving the Florida Department of Transportation (FDOT). FDOT's Final Tentative Five Year Work Program is the basic input source for the Strategic Intermodal System, National Highway System (NHS), non-NHS and Mass Transit portions of the TIP. Data required for the balance of the TIP is assembled from input provided through the Technical Advisory Committee, the Bicycle/Pedestrian Advisory Committee and the Citizens Advisory Committee.

Unified Planning Work Program (UPWP)

The Unified Planning Work Program (UPWP) is the MPO’s work plan and budget which identifies the planning budget and tasks the MPO will perform over two State Fiscal years. The UPWP is funded by a combination of Federal Highway and Federal Transit Administration planning funds and identifies the planning priorities and activities to be carried out with our MPO area. The plan includes a description of the planning work and resulting products, identifies who will perform the work, timeframes for completion, costs and source of funding.

While the Hernando/Citrus MPO, in cooperation with FDOT, is the agency with direct responsibility for developing the UPWP document and with administering the planning program, other local agencies and governments are continually involved in this effort. Coordination occurs through the MPO's Technical Advisory and Citizens Advisory committees, by providing input on planning tasks and assisting with review and comment regarding the document's contents. Public input is also sought during the development of the UPWP.

Transportation Disadvantaged Program

The Transportation Disadvantaged Program is sponsored by the State of Florida Transportation Disadvantaged Trust Fund. The overall mission of the program is to ensure the availability of efficient, cost-effective, quality transportation services for transportation disadvantaged persons. People served by the program are persons who because of physical or mental disability, income, status or age, are unable to transport themselves or purchase transportation, and are, therefore, dependent upon others to obtain access to health care, employment, education, shopping, social activities or other life-sustaining activities or children who are handicapped, high-risk or at-risk, as defined in s.411.202, Florida Statutes.

The MPO is the designated planning agency for both Hernando and Citrus county and provides support to their respective Local Coordinating Boards. Additionally, the MPO assists with the preparation of the Transportation Disadvantaged Service Plan and annual updates for each County.

Bicycle & Pedestrian Plans

Transit Development Plan (TDP)

The Transit Development Plan (TDP) is a 10-year horizon plan required by the Florida Department of Transportation intended to support the development of an effective multi-modal transportation system. Public transit means the transporting of people by conveyances, or systems of conveyances, traveling on land or water, local or regional in nature and available for use by the public. The TDP receives major updates every five years and annual progress reports are required in the interim years.

The TDP is the source for determining the types of projects and their priority in the public transportation component of the Hernando/Citrus MPO's Transportation Improvement Program (TIP). The plan must also be consistent with the approved local government comprehensive plans and the MPO's Long-Range Transportation Plan. The Hernando/Citrus MPO is responsible for ensuring the completion of the TDPs for both Hernando County and Citrus County.
