CLK19-62 Notice of Final Public Hearing White Rd. Road Paving MSBU

Annual non-ad valorem assessment for the White Rd. Road Paving Municipal Service Benefit Unit



            Notice is hereby given that the Board of County Commissioners of Hernando County, Florida, has scheduled and will hold a public hearing Tuesday, May 28, 2019, at 9:30 a.m. in the County Commission Chambers, 20 N. Main Street, Room 160, Brooksville, Florida.  The purpose of the hearing is to consider adoption of the annual non-ad valorem assessment for the White Rd. Road Paving Municipal Service Benefit Unit (MSBU).

            Affected property owners have the option of paying their portion of the cost incurred for this project in a one-time lump sum payment or financing over a ten (10) year period at approximately 3.80% interest. The methodology for assessing the properties is an equal per parcel/platted lot assessment with corner lots paying half an assessment for each abutting improved roadway with exception to corner lots on non-MSBU eligible roads.  This methodology results in 51 assessable units.

            The recommended one-time lump sum revenue is $203,019.00, creating a per unit assessment of $3,981.00 and payment will be due on June 29, 2019.  If the one-time lump sum payment is not received or post-marked by deadline the assessment is automatically financed over a ten (10) year period and included on the annual tax bill.  The recommended annual financed revenue at 95% collection is $29,595.00, creating a per unit assessment of $581.00 per year.

            It is also proposed that the assessments approved, as a result of this public hearing, be placed on the annual property tax bill.  The effect of this will be that the Tax Collector will use the same procedure now used to collect delinquent ad valorem property taxes, the issuance of a tax certificate, to collect these non-ad valorem assessments, should they become delinquent.  The issuance of a tax certificate against property may result in a loss of title.

            You have a right to appear and be heard at the public hearing Tuesday, May 28, 2019 at 9:30 a.m. at the location described above, and/or to send written comments/objections within 20 days to Hernando County Department of Public Works, 1525 East Jefferson Street, Brooksville, Florida 34601.  Written comments will be entered into the record at the hearing.  Should you have questions regarding this issue, please call (352) 754-4060 extension 17028.


            You are further advised that if a person decides to appeal any decision made by the Board, with respect to the subject matter of the hearing, that person will need a record of the proceedings, and that for such purposes, that person will need to ensure a verbatim record of the proceeding is made, which record includes the testimony and evidence upon which the appeal is to be based.
