The applicant is requesting conditional plat approval for Glen Lakes, Phase 1, Units 4F-H. This tract is located approximately 1350' east of Lennox Boulevard on the north side of Birmingham Avenue. The project consists of 197 residential lots on 86.53 acres.
The roads within the project are private. The applicant is requesting a variance from the 600' maximum allowable cul-de-sac lengths for Players Drive, Trevino Drive, and Players Way. This project is surrounded by existing golf course fairways, lakes, wetland areas, and residential lots, prohibiting possible road connection to help reduce the cul-de-sac lengths. The applicant has submitted a request for an administrative variance from the County Engineer on the required roadway design for: Mississippi Run to meet 30 MPH criteria for horizontal roadway curves; and for Wade Street and Trevino Drive to meet 30 MPH criteria for horizontal roadway curves.
The proposed development will utilize Hernando County central water and sewer systems. The developer has a water and sewer agreement with the County.
The conditional plat has been reviewed by the various County agencies and found to be consistent with County standards with minor conditions.
STAFF RECOMMENDATION:
The Planning Staff recommends the Planning and Zoning Commission approve the conditional plat of Glen Lakes, Phase 1, Units 4F-H subject to:
1. The conditional plat shall expire in two (2) years if no further approvals in the subdivision process are obtained.
2. Applicant must obtain the variance approval from the Planning and Zoning Commission for cul-de-sac lengths over the maximum 600' allowable length for Players Drive, Trevino Drive, and Players Way.
The Planning Department supports this request.
3. The applicant must obtain the administrative variance from the County Engineer for all roads not conforming to Hernando County Facility Design Guidelines. The County Engineer will not grant a variance from the 30 MPH criteria for horizontal roadway curve for Mississippi Run.
4. The applicant must submit the revised conditional plat to the Planning Department within 30 days of the applicant receiving the Planning and Zoning Commission approval notice. If not, the conditional plat will become null and void.
P&Z ACTION:
The Planning and Zoning Commission voted 4-1 to approve the conditional plat of Glen Lakes, Phase 1, Units 4F-H subject to the following modified conditions:
1. The conditional plat shall expire in two (2) years if no further approvals in the subdivision process are obtained.
