Special Assessments The Office of Management and Budget coordinates the creation and administration of Special Assessment Districts. These districts are better known as Municipal Service Benefit and/or Taxing Units (MSBU/MSTU). This office currently oversees 83 MSBU/MSTU's, which include street lighting, road paving, and fire protection units. A special district can be created by petition by those property owners within an area requesting a particular service that is not provided by the County. The County will provide the petition form, but the property owners (s) are responsible for circulating the petition. All petitions are to be submitted by July 1st in order to be processed to the Board of County Commissioners for consideration for implementation October 1st of the following year.
